<body><div id="article"><tr><td height="23" valign="middle" width="184"></td><td valign="middle" width="185"></td></tr>Like a Nazi 'Straussian' Neocon to Lie, Cheat, and Manipulate:<h1>Neocon War-Plans Against China -- Former Top Diplomat Confirms LPAC Expose</h1><p>June 3, 2007 (LPAC)--Douglas Paal, the top U.S. diplomat in Taiwan from 2002 through 2006, has just confirmed the report, first published by LPAC, detailing neocon attempts to provoke war with China during the first George W. Bush Administration. LPAC had reported the charge made by Col. Larry Wilkerson (ret.), formerly chief of staff to Secretary of State Colin Powell, that Donald Rumsfeld and other top neocons in the Bush-Cheney Administration regularly sent representatives to Taiwan to encourage the island to declare independence, a known <i>casus belli</i> for China.<br />(See)</p><p>Paal, who was formerly US Ambassador to Taiwan, in effect, as head of the American Institute in Taiwan (AIT), confirmed this to <i>Congressional Quarterly</i> June 1. "In the early years of the Bush administration," Paal said, "there was a problem with mixed signals to Taiwan from Washington. This was most notably captured in the statements and actions of Ms. Therese Shaheen, the former AIT chair, which ultimately led to her departure." Paal said that he, too, "received many first- and second-hand reports of messages conveyed to Taiwan by DoD civilians and perhaps a uniformed officer or two during that time that were out of sync with President Bush's [official] position." The official U.S. position was "One China," that Taiwan is a province of China.</p><p>Therese Shaheen, whom Paal replaced as AIT chief, is the wife of Lawrence DiRita, then the spokesman for Defense Secretary Donald Rumsfeld. Contacted by CQ, DiRita and Douglas Feith, Rumsfeld's Undersecretary for Policy, vehemently denied everything. To their denials, Col.
